Private networks are completely separate from other customers and are accessible only by the resources you attach to them.

In your dashboard you can easily assign which resources are able to communicate with each other in the private network. For existing servers you can simply add them to the private network.
Yes. Resources connected to a private network can also have public network access, unless you explicitly disable it. This allows you to combine public-facing services with private internal communication.
No. Traffic within a private network is not metered and does not count toward your public bandwidth usage.
